This paper considers how a traditional network infrastructure can drastically reduce the efficiency and agility of a business and increase IT complexity. The answer to this is a flatter network, reduced from three tiers to just one. This can reduce hardware and maintenance costs, as well as improving business agility (a major goal of those surveyed).
