The movement from tape-based to disk-based backup is indeed underway, whether that is for disk onsite and tape remaining offsite, or for disk both onsite and offsite.
There are a great variety of approaches in the market today. While deduplication is an important factor, disk-based backup does not begin and end just with deduplication. It is important to take into account all of the various factors discussed above when evaluating these systems.
